The full plan, Protecting Workers Without a Ban: An Emergency Licensing and Enforcement Solution, is available for download and outlines ISFA’s approach to supporting worker safety, reducing silica exposure, and strengthening enforcement through a licensing, training, and third-party audit framework aligned with existing Cal/OSHA authority.

The plan proposes a practical, prevention-focused model that shifts enforcement upstream by tying material access to verified shop safety practices. It is designed to help stop unsafe work before exposure occurs, provide regulators with clearer benchmarks, and support consistent enforcement without introducing new bans or replacing existing rules.
